• No, the Quest is a stand alone all-in-one system. If you want to play PC-based VR games, you will need an Oculus Rift. As for PC requirements to power the Rift, you will need a respectable discrete graphics card. The minimum I would recommend would be a GeForce GTX1060.

• Yes, there is an Oculus Link feature. The computer should be fairly powerful, since you're asking it to do a fair amount of graphics processing. I don't know what you think of as "fairly powerful."
