A: Best buy has the dumbest preorder policy where you have to physically add the steelcase to your cart when you add the game or you won't recieve it. Which is stupid considering its a promotional item FOR the preorder. Absolutely stupid.

A: Yes, don't know if Best Buy has it, but it is in the Nintendo E-shop, and Best Buy does sell E-shop cards.
