• Yes. I setup my first 2 from my laptop. Now I have a Chromebook and setup the last one I purchased from it. I don't have the app on my phone because I use the phone primarily for work and want to keep my contacts private. PS - use all 3, none of them went bad.

• yes there is an app for the PC you can get from Amazon or google store on the web, you will still require wifi router network.

• yes, i have it on my PC but full functionality is not available on the PC. Best to have smartphone or tablet i think
