The Fire HD 10 has a built-in email app, browser, and comes preinstalled with the Amazon shopping app. Additional apps can be installed via the Amazon App Store. Email and shopping shouldn't be an issue, but some bill payment options tend to be restricted to a company's app (in my experience) so I can't promise their websites will offer you the ability to bill pay.
