Simply Uninstall the app. Under settings,under apps, manage apps you'll see open, force stop, clear data, clear cache or uninstall, uninstall the app( and the settings that you didnt allow when you first installed it Then reinstall the app, allowing this time the permissions needed for Downloader to work.
