• I have to use my phones Wi-Fi hotspot, and was able to set the iPad up. A lot of apps can be used without Wi-Fi, but updates and downloading apps require Wi-Fi. So yes, you can use it without being connected, but you’ll need Wi-Fi to set it up and load apps, movies, etc.
