First, Windows has no annual fee and no "builtin crash programming". Second, Google Chrome is a browser and does not have anything to do with dual monitor display. That all being said, if you are referring to either ChromeOS or a Chromebook, the answer is really dependent on which one you have. I believe ChromeOS supports 2 external monitors, but not all Chromebooks have the right connections to support that.
