Asus is incorrect about needing to set up a Microsoft account. Otherwise, someone with no WiFi would just have a handsome doorstop. So if you turn off all possible internet connectivity, you should still be able to create a LOCAL account. You could even skip creating a password for access, so everyone has access. Steps are available via a Google search, as well as on YouTube.
