Yes. Chromecast with Google TV definitely comes with the Google Play App store with more than 6,500 apps available at launch. You can view which apps are available here: https://tv.google/

It does not come with the app that you can click on but you can hold down the Google Assistant button and say "Play Store" and the android TV play store will open, It doesn't have all the apps the Android Play Store has but you can side load any app you want.
