Because this computer is running Windows 10 in "S mode", it can't download any apps that aren't in the Windows Store, and H&R Block is not in the store. However, you can take the computer out of "S Mode" and be able to install the software. Microsoft has the instructions for converting from Windows 10 S to Windows 10 home.
