You should be able to use the C920s Pro 1080p Webcam with Privacy shutter on your Windows 10 HP pavilion 520 p020 to record videos and such no problem. In terms of doing video calling or streaming online, that would normally require you to use a regular non-metered wi-fi network or hardwired connection, as this can build up data pretty fast. I would give this a try, if you go into your Network Settings, and turn the Metered Connection Off, see if your camera works. You could also click the option to try and set a higher data limit, and see if that solves your issue as well.
