Yes it does, it also pivots up and down so that you don't have to pivot the laptop screen to adjust the camera angle.

Hi JJ, the C922 Pro Stream Webcam does have the ability to mount on to the top of a laptop or monitor and has a slight tilt up or down feature on the camera.
