Yes it does. It also comes with a USB dongle that doesn't use Bluetooth if Bluetooth can't be used.

The mouse comes with one of the dongles that you would expect from a wireless mouse with Bluetooth connectivity being also optional. You can use the standard dongle and not use Bluetooth on your work computer, no worries there!

The cable is just for charging, but the USB receiver will allow connection in lieu of Bluetooth

The cable is for charging, it will not work like a USB corded mouse. You can leave Bluetooth off and use the included Unifying receiver that plugs into a USB port.

This mouse can't be used as a wired mouse. However, if you're permitted, you can use the unifying receiver in an open USB port instead of Bluetooth.

Yes, it will operate as a wired mouse that way, but that is really defeating its purpose. Can you use the unified receiver instead? I'm doing that instead of bluetooth, and it works very well.
