Yes, set both the phone and controller to Bluetooth pairing mode. On the controller it's a small button next to the charging/wired connection port (USB-C), just hold it down until Xbox logo starts blinking. Then tap on it when it shows up on possible connections on your iPhone and it should pair up and it'll be ready to game.
