You can buy it outright without an AT&T plan. Get it unlocked for any service provider. I can verify it works on T-Mobile 5G with a couple of setting changes and a T-Mobile HOT SPOT plan.

Yes, you’ll have to have a data plan with AT&T to use this device, because it uses the same cellular towers to provide internet service. 

Unfortunately, AT&T doesn’t allow you to add this type of device to your existing unlimited date plan, you will have to put it on its own data plan, which could get expensive depending on your use, since it won’t be unlimited data.

Luckily for me, I already had a mobile hotspot on my existing unlimited data plan from a few years ago before AT&T stopped allowing customers to do this. So I purchased this device, bought a SIM card cutter off Amazon to cut my existing SIM card down to the proper size for this newer hotspot (since, of course, they had to be different sizes), popped the SIM card in the new hotspot and it works like a charm for me.
