• the bulbs connect to the bridge and the bridge contains the configuration. in my case i created a few different rooms in the app and as soon as my wife connected she saw what i had configured. So either you use the honor system or you would need multiple hubs to section off bulb management.

• Yes - you set up each bulb separately, so they could be used in different rooms or even in different houses/by different people and that would work fine.
