Yes. As long as each bulb is a Color Ambiance Bulb.

Yes. This can be done through the Hue app, or if you add it to another service such as Amazon Alexa, Google Assistant or Apple HomeKit you will be able to change the color of the bulbs through the app or the voice assistant.
