Unfortunately no. HDMI ARC sends audio signals, but not video. You'll need the video signal to originate from something other than a smart TV (set top box, receiver, etc) to make this work.

The apps on my TV though show no sync with the hdmi box when I try to use the apps on my smart TV cause it doesn't detect a hdmi signal when I run the apps on my TV.
