• No. You have to have Internet with Wi-Fi to stream any content from Netflix or Amazon.

• Yes. But if she doesn't have Internet access she probably can't use the wifi setting. Also make sure the one you get has wifi access built in. I made that mistake the first time around, had to go and exchange it.
