A blu ray disc will always be better quality than any streaming media, no matter where you are streaming from. The bit rate from playing a blu ray disc will always be higher than whatever bitrate you're streaming at.

However, unless your modem is streaming 4k, the difference will be minimal. Nevertheless, there will be some improvement. Just make sure your signal goes through the player and not directly to the tv.

Whether this unit would improve your picture quality depends on comparing it to the quality of picture provided by a comparable Blue Ray player, not so much on improving the quality of the picture your TV provides, or by being a component added between your streaming service and the TV. The player can only process the data that it receives and pass it along. It's not really designed to improve the quality of the streaming data, but to maximize the best use of the data that passes through it. So, again, you'd have to compare it to other Blue Ray players.
