Are these noise cancelling? null

I bought these for my husband so we didn't have to listen to sports 24/7, LOL. He says he wouldn't consider them noise cancelling because he can still hear people walking around, kind of hear conversations, and some noise, althought very little levels of noise. But, still, can hear noise.
