Q: Why can't I purchase the DLC only for PS5, but it's available for XBOX?
A: I know this isnt exactly an answer, but ive tried this very same thing. I received a bestbuy e-giftcard and wanted to buy the Shadow of the Erdtree dlc for ps5, but they only had it for xbox. I've even tried buying a playstation store card but their policies don't allow that. I've noticed that there are other games and dlc just like this one. My conclusion based on what I've seen is that it's maybe a licensing deal, and that Sony hasn't allowed them to sell it on their store/site. Hope this somewhat answers the question.
