A: I also was interested in that purpose and I read a users comment state that it is not a video capture card and wont work that way.
A: I have a macbook air (mid-2014) running mojave, and i just got it up and running. The two issues were 1. the driver on the insignia site was not the latest driver, I had to go to to the displaylink site to get the driver for my OS, and 2. Ever since the Sierra update, apparently it blocks the use of this device or its software. Go to System Preferences > Security and Privacy and look for a notice on that first screen asking for permission to let it operate. I have only had it up and running for a few hours now, but I am completely happy with it so far. Mojave isn't even listed as being supported, but I took a shot and it is working just fine,
Q: Can this device be used to capture HDMI Video and display as a WebCam?
A: No, this is not a video capture device. This is simply an adaptor. You need a video capture device or drive. If you are looking to live stream using any camera DSLR, Video camera, etc, get an El Gato Cam Link.
Q: Can I used this cables for my tv and ps4???
A: This connects the USB to your computer and the HDM! to your video source (TV, monitor, projector....) It comes with a CD that will need to be loaded on your computer. I don't think that the driver will work on your PS4. Best of luck.
A: Have you installed the driver that comes with it? If you have and are still having problems, try going to System Preferences > Security & Privacy and it may say at the bottom if you want to trust what you just installed (ie. the driver). I had the same problem and went crazy for days trying to fix only to realize it just wanted a confirmation. Hopefully that helps :)

A: Yes, you can use this on a Macbook Air as long as the operating system is Apple MacOS X 10.6 or later.

A: Yes it can. HDMI can actually carry up to 8 channels of audio. 5.1 will use only use 6. So technically HDMI can transfer for a 7.1 surround if necessary!
