I had a similar issue with a different tv but it was also with an Xbox series x, going into video settings on the console I turned on “allow YCC 4:2:2” which allows games and apps to support YCC4:2:2 encoding, which may solve problems with displaying 4K on some TVs. If your tv has 4K settings that can be turned off that might help the issue too. If your tv is trying to upscale the resolution from a regular ps4 which only allows HD 1080p that could be the issue but if it’s the ps4 pro then 4K is available. My best advice would be to look through your setting on the ps4 itself, especially for the YCC 4:2:2 setting and the tv settings to enable or disable the 4K settings depending on if you have the regular ps4 or the ps4 pro
