Yes, if you set it up under YOUR gmail account as a supervised user. I was able to do so for my two children (ages 6 and 8).

Yes. This can be done by first setting up the device with your email as the master account so you can limit and control other accounts or you can look into possible parental control applications on the Chrome Web Store.

i set up 2 accounts for my two kids. You can set which website these accounts can go to. Very easy. It is still in beta, and must be improved (you can't set which app can be used.... ) but it works well for my needs (limit to website of educational games the play in school....)
