Yes, it is a windows device so Google Chrome runs without issues, at least for me.

Yes. The OS is a normal Windows 10 to 32 bits. You can install many programs or apps as you can. I'm using a micro SD memory with 32GB and installing extra programs in the memory card to save space in the main memory.
