I would think it would be a legitimate purchase but, being a government program, logic has little to do with it. You need to ask a FSA account manager or specialist. Although government servants can get away with pretty much anything, unless you’re one of them you’ll be held to a much higher standard. Fortunately, that’s not difficult. As to having more than one person use the device, yes, without question. You simply need to set up a separate account for each user. That pretty much amounts to a separate name and a separate email address. Both free. The product works well. Use it away from other electronics to minimize interference and don’t put excessive pressure on the pads. Good luck!
