• Yes, it should, as you can change settings that way. As you're setting it up, list which country you're in.

• Hello, the tablet will work off any wifi connection. I have used mine in many different countries with no issues. The only thing that may change is the accessibility to certain apps or features. Many of the apps and features are region specific. Have a great day!
