I use my Amazon Fire 7 with a 64 GB micro SD card to put YouTube movies and recorded lectures of Yale's free online courses on my Amazon Fire 7 for free distribution to the incarcerated.
Unfortunately, most facilities will not permit inmates to use any device with either WiFi capability or a camera.
Do you know of any device similar to the Amazon Fire 7 (or 10) that does not have these capabilities?

The Fire Tablets do have both Wifi and Bluetooth capabilities. I would follow the instructions for pairing the Star Micronics printer via bluetooth with the Fire Tablet. Go to Settings then Bluetooth - Toggle On. Then press the pairing button on the printer and you should see Star Micronics appear under devices in the bluetooth menu.
