No, you do not need to have cable for this to work but definitely need internet.

You get tons of free apps and if you want to view live TV, you can get YouTubeTV (our choice; live streaming channels and all local channels as well); HuluTV; Amazon Prime; and, many other options that cost you an arm and a leg. I went from a total viewing package on DirecTV covering three tv's; 250+ channels; premium channels (HBO; SHOWTIME; Starz; Cinemas; etc.) costing $245+ internet wifi service + Netflix + Hulu + Disney+ etc. for grand total monthly of $335. Now will pay $60 per month + $75 internet for complete 200mbs access. Could not be happier!
