If you are referring to Kodi, locked or unlocked does not matter. You can install it. You would be better off googling it. If you pay for it, then it will only work for a while..

However, for movies in theaters and things of that sort I’m assuming you’re referring to, you have to have someone unlock it. Or you can look up ways to unlock it yourself. Hope this helps
