Yes, but it depends on the content you are watching. If the creators of the YouTube video feature subtitles in Chinese, then it will be available, however some YouTube content doesn't have Chinese subtitles. But if you use services such as Netflix, Chinese subtitles and audio dubbing is widespread and available for most, if not all the content.
