Every iPad can connect to the internet through a Wi-Fi network, like the wireless internet router in your home or the wireless hotspots you find in a coffee shop, school library, or airport.

That depends, it will have Internet anywhere that you go that has available WiFi for you to use. It does not have 4G which means you cannot access the internet everywhere, only in places with available WiFi.
