It allows to to use it outside of Wi-Fi networks. I use mine on the road where wifi is not an option.
Sorry, there was a problem. Please try again later.Same functionality as having an iPhone but you can’t make calls. You can text and iMessage. If you load up an app like “TextMe” you can even register a number and make phone calls directly from the iPad.

Please try again later.Most iPads have WIFI only, as most people will utilize their homes WIFI or if they do take it somewhere, they hook up to free WIFI. however, I don't trust free WIFI and many places do not have free WIFI Cellular allows you to hook up with your cellular company (verizon, ATT etc), for which you will pay a small fee, and then be able to use your iPad anywhere you go, in the car, at a shop, while waiting for a Dr. appt, during your childs boring ballet class.......etc.
