So it's up to the Apple magic to determine which device that may be at any given time. As with so many Apple functions, they leave it to the programming to sort out behind the scenes and do not provide a 'user enable' feature to switch between them. If heart rate is really important, you may want to consider a chest band or other dedicated device for the best results.
