Why do I have to pick a carrier null

I found while using the drop downs to search it makes you choose a carrier. In the search box just type in iPad and you can find it for WiFi only. The ones that you have to pick a carrier for are those that you would pay extra for services through that carrier so it will operate on data not just WiFi. I just purchased the one with WiFi only because I didn’t need a data plan for mine.
