• This is the Wifi model. The Wifi is built into the device. If by chip you mean SIM card to make it work with a wireless carrier such as AT&T or TMobile, it doesn’t have that capability. You’ll want the Wifi+cellular version if that were the case.

• All iPads have WiFi. The more expensive units also are cellular, which means you can use them with Verizon, ATT&T, Sprint, for example. iPads that are WiFi only can't be upgraded to cellular later, as this requires more than just a chip. You need to decide before you buy.
