• Not really just means you can pay to have cellular service added. That way you don’t have to rely on WiFi or hotspot off your iPhone.

• Yes it does, as long as you have a carrier’s SIM card inside and a plan activated. In this case the iPad will be given a number and you can make/answer calls from it.
