• Depends on the carrier and their rules. If you want an unlocked device to use with any carrier immediately you need to buy from Apple directly and choose the option that lets you activate to any carrier later. Formerly shown as “unlocked device”.

• I believe you can switch carriers. You most likely will have to remove the E sim activation before.
