You can however it’s just like using a phone so I would call your carrier as there will be roaming fees. Not all carriers service all countries. For instance, AT&T services Jamaica but not Cayman Islands. It depends on wear you are going and how much you really want to use it out of the states. I’d try to hook into WiFi if possible.
