• Mirroring uses WiFi. If you want to use your iPhone's cellular data connection, you should be able to connect the Apple TV to a hotspot net your phone hosts.

• Yes you can screen mirror on The Apple TV with any app you have on your iPhone 7. I believe that spectrum might be on The Apple TV App Store.
