Casting pre downloaded movies to your Apple TV depends on wifi. They have to have the same signal to cast movies or TV shows. So my answer is no. You need to sign in to your iCloud account to be able to use your Apple TV or watch movies to begin with. Without it, you cannot connect your ipad to the apple TV.

Please try again later.Needs some kind of WiFi connection for setup and update but you can use a hotspot, after than you can mirror from your device no problem, regardless of the appleTV being connected to the internet or not, but for complete functionality it would need some kind of internet connection.

Sorry, there was a problem. Please try again later.You can push content to your AppleTV without internet but you still need WiFi to be able to do this. So make sure to setup a wireless router and connect your AppleTV to it and then connect your iPad to that WiFi. Even though there’s no incoming internet connection the wireless network allows you to airplay to your AppleTV. Good luck!

The Apple TV has storage, so you can download content and play it while you are traveling, with no internet connection. You can do that same with iPad. Just download everything you would want to watch on the iPad and mirror its image on the Apple TV
