The Apple Watch must be paired with an iPhone to set it up. It will not pair with any other device.

No you cannot. It can only be set up with an iPhone. We bought the series 3 for my daughter who has an iPad, and were unable to set it up w/ an iPad.

Yes, this is compatible with other iOS devices that have Bluetooth.
