Both allow calls and texts, but with just gps you need to be connected to your phones Bluetooth and or WiFi. With cellular you don’t need to be, but there is an additional monthly charge. Normally it’s around $10 a month.

Yes, you can receive phones calls and text, but the cellular is so when you aren’t connected to phone you can still make calls and receive texts from your phone.
