“Can I down load this on my I-5 SE phone and down load it on my PC ( Windows 7 and or 10) so when I'm at home I can just keep my PC/Lap Top on and monitor it at all times?”

I'm running Windows 8.1 and have no problems using the app and can watch the street and front and back doors also. Win 10 should be ok, not sure about Win 7 though.
