Seems so. I didn't want to do that either so I did nothing about setting it up. I see no evidence that it's paired with my phone somehow.

Sorry,
Haven't even hooked up my AT&T phone or read the instruction manual
 yet, having to move the new base unit away from my internet wi-fi modem and router to eliminate interference and reception range
so I can increase my distance to use the land line phones outside and don't want my cellphone involved with my landline unless 
absolutely necessary in the near future. But I'm sure you can that cell feature on and off.
