Why does the mount not tilt after put together null

Loosen the tension on these two bolts and it will angle towards the floor. Be careful not to loosen them too much and create a dangerous situation. 13mm socket, ratchet and short extension will make life easy but a 13mm wrench or 1/2” wrench will suffice.

Mine does, perhaps you need to grasp firmly and pull harder?
