It does not completely silence outside noise even at the 10 level. I believe NC700 is meant for listening to music while reducing outside noise as much as possible so as to enjoy the music. If you want complete silence with noise cancellation, I've owned the Sony WH-1000XM2 and I've compared the noise cancellation features; as I write this, the Sony WH-1000XM2 Black demonstrates the best in terms of noise cancellation -- almost complete silence. Of course, Sony has a newer model than mine as well. I'm only reviewing and comparing the models that I currently own.
