After calling Bose support the answer is NO. You must sacrifice your privacy and agree to data collection by Bose in order to use all of the settings, updates as no features. You can do a simple pairing via Bluetooth, however this will limit the settings and features. There are many excellent alternatives that are not this intrusive. Therefore I do not recommend this product. I will be returning mine

Agree to all their stupid stuff once, set your ANC, Aware, Equalizer, taps settings, etc., this should save it to the Bose buds. Then delete the app from the secondary device. Connect Bose buds to intended phone, settings should still be applied. There's no protocol for the buds themselves to phone home to Bose via the Bluetooth protocol with your usage data without the app.
