I would call these “around the ears”. The cushions don’t sit on my ears at all. I also have several ear piercings and was worried these would be uncomfortable but they don’t bother me at all.

Thanks for the question. By "over the ear", we mean headphones that cover the ear completely, rather than just sitting on the ear and not providing a complete seal.
